Windows 10 Having trouble restoring files from Recycle bin

Hello, I'm wondering if anyone can help me?Each time I restore a file from the Recycle bin into a certain folder, I get the error message "Your organization does not allow you to place this file here."My folder that I want it to restore to is in my Users/NAME/AppData/Local/...Thanks in advance.
