Windows 11 Having trouble with 3rd party apps.

So i was setting up my computer after a fresh install of windows 11 pro apparently on my new (yet sometimes crashing) SSD.My issue is shortcuts (keyboard combos) on 3rd party apps i have installed are not working unless the app is open or running in background by being minimized or as an icon in taskbar. Like i have ShareX and i can't use hotkeys to quickly take a scrolling screenshot or screenrecording. But everything works fine if the app is open though.Regular shortcuts work fine like PrtScr to bring up Snippingtool or Windows + R or Fn + F11 for fullscreen on browser apps, okay idk why i a
