Windows 10 Help! important window has somehow reached above my screen!

As you can see in the image (taken with snipping tools) the windows 'movement bar' with the close window, minimize, and maximize are all off-screen! is there anyway to reset a windows position? If i close it and reopen it it goes back to the exact same position.
