Windows 11 Help my pc won’t shut off (desktop not laptop)

Help, My Pc (Desktop not laptop) won’t turn off after I click shut down, forcing me to press and hold the power button to turn it off. I have tried all the setting changes and default changes and updated bios as well as reinstalled windows and nothing has changed.
