Windows 11 HEVC and HEIF in windows 11

I haven't found a solid answer to this question, but in trying to get HEIF files to be opened in windows 10/11 it requires the photos app with the HEVC and HEIF codex. When trying to install them I get the error code 0x803F8001. How can I get this installed and rolled out to our whole company?Currently all employees have to send the IT department any HEIF images and we convert them to jpgs through our ticketing system. This creates a lag/bottleneck in getting the images for our employees to see.
