Windows 11 HEVC drivers broken by upgrade to Windows 11 Pro 22H2 22621.521

Prior to upgrading to 11 Pro 22H2, HEVC had been purchased and installed on a 2022 Alienware laptop. Post the upgrade, there is no option to remove or reinstall the HEVC drivers in the Microsoft Store (see image 1) or via Add and Remove Programs (where it doesn't appear at all).Trying to open a 2019 .MOV file created on an iPhone results in a perpetual 'Checking codec availability' message (image 2). Escaping out of 'Checking codec availability' results in 'We can't open <image name>. You don't have permissions to access the file (0x80070005).The file, and all other .MOV files regardless
