Basically, whenever I move my mouse in a window or program, the cpu usage of that program spikes significantly. I've also noticed that videos stutter a lot whenever i move my cursor as well. One thing I have noticed is that while using the touchpad does increase the cpu usage as well, it doesn't make videos stutter like my mouse does.
Things I have already tried:
Running an AV scan (nothing found)
Resetting Windows 10 (no difference)
Changing cpu priority to favour foreground apps over background apps and vice versa
Reinstalling mouse drivers
Updating my display driver
Disabling some services on startup
Unchecked the "let apps run in the background" option in privacy settings (this helped a bit)

Disabled Cortana and some other stuff
Changed mouse polling rate
Specs:
Acer Aspire A114-31
Windows !0 Home 64 (build 17763)
Intel Celeron N3350 @1.10ghz
Intel HD 500
4GB RAM
I'm pretty sure this problem isn't normal even for a potato like this
