Windows 10 High CPU, When using task manager it suddenly goes down alot.

My laptop CPU is running at high when I am browsing chrome, but when I open task manager it goes down quickly. And I have checked any malware using multiple different apps and they haven't found any threats. Does anyone have a solution for this? ( I am using 12 GB RAM) Intel i7-6700k )
