Windows 11 High system process CPU usage on connecting to the internet.

The CPU usage is around 1 percent when I boot up my pc, but as soon as I connect it to the internet, the system process eats 30 - 40 percent of my CPU, turning off the internet does not work, the only fix is to restart the computer, but it comes back on connecting to the internet. checked for viruses but no threats could be found.
