Windows 11 Hotspot won’t connect

I have had this laptop for over a year and it has never been able to connect to my hotspot. It connects fine to wifi but whenever I try to connect it to a phone hotspot it doesn’t work. It will say ‘unable to connect to this network’ and then on my phone it will be flashing green as if trying to connect but failing.It is an HP pavilion 15 -eg3
