Windows 10 How can I stop windows from updating on its own schedule?

I have gone to settings and set hours allowable for downloads. I have set limits for the number of GB that could be downloaded and the percent of my bandwidth that could be used. But windows 10 ignores them and downloads 24/7. It never finishes because as it nears 100% it gives and error message and starts over. My internet is only 300 kps, all of which is used up by the updating. This has tied up my internet nearly 100% for the past 3 weeks, with no progress in sight, much less completion.
