Windows 10 How do I delete a folder?

I'm trying to delete a folder but it says either some file in it is running and cannot be deleted or the whole folder is being used, but the app it belongs to has already been uninstaled and it doesn't specify which file is being used or is it all the folder that's being used? Any tips on how to delete it?
