Windows 10 How do i download windows with a USB flash drive without it saying "Install windows" with the little transparent message

I tried downloading windows 10 base edition when resetting my PC and every couple days a semi transparent message saying "install windows" and ill troubleshoot it and its a 50/50 of if it will actually go away or if it just says "we couldnt activate windows for you". Ive looked up so many ways and i havent found an actual way to gaurentee that this wont happen. and if its possible cant i just go back to when i had windows so this wont happen?? And i dont know if this is related but whenever ill open Microsoft store, or anything microsoft related like XBOX app it will launch, and then quit inst
