Windows 11 How do I fix the flickering on my desktop with no taskbar?

My laptop desktop is flickering everyone 2 seconds or so. I can’t open most applications and if they do open they will freeze on start up. I was told to start my Laptop in “safe mode” but that is unavailable since none of my bitlocker codes were stored in my account suddenly. I can’t factory reset my Laptop because there is an error or it will undo it half way through. The task bar is also unavailable and I have tried uninstalling the newest quality and feature updates. How do I fix this?
