Windows 11 How do I fix videos constantly glitching whether viewing online or offline?

Any videos I try to play, online (such as from YouTube) or offline (such as mp4 or any video files) don't load, they just flicker between the actual frames of the video and a dark green screen. This issue has persisted for at least a month without it being solved by a troubleshooter or restarting.
