Windows 10 How do I make the default theme and default pinned apps for all users from the manufacturer back after perform a repair install?

Hi I just perform a repair install on my Lenovo laptop because of sleep issues. And when I created a new user the Lenovo wallpaper, theme, and pinned taskbar Lenovo vantage is no longer in there, but the app and the wallpaper are still in my laptop. The Lenovo wallpaper, theme, and pinned taskbar Lenovo Vantage are still there in my old user. How do I make these these things to be pre-installed in all users?
