Windows 11 How do I password protect my folders and files when the encrypt contents to secure data option is greyed out?

I'm unable to password protect files and folders on my computer. I managed to password protect an excel file a couple of weeks ago, but haven't been able to do this for a week now. The excel file I put a password on is still password protected. I have right clicked > properties > advanced attributes but the encrypt contents to secure data option is greyed out. I have set EFS to automatic and disable encryption to 0 and neither have worked. One thing I can think of which may have affected things is that I moved all of my university related files to my OneDrive folder, however, I am still
