Windows 11 How do I regain access to my computer?

Hi have a Microsoft surface running windows 11. It was giving my some issues so I when into msconfig and told it to boot in safe mode. When it comes back up (in safe mode). It says the camera is unavailable and wants me to use my pin to log in. When i choose that option it says "something happened" and it can not continue and wants to go out to the app store. I say it can, but it doesn't have Wi-Fi in safe mode so it can't get what ever it is looking for. If I boot it into diagnostic mode. I can't do anything because I do not have the bit locker recovery key and it fails when ever it go
