Windows 10 How do I reinstall windows 10 from a drive with no storage to another drive on the same PC?

I don't have any storage on the C: drive I have installed windows 10 on (it is 60 GBs and I only have 3 GBs left), so I'm trying to move it to my other drive which is a terabyte. But when I use the media creation tool it says I have to free up 8 GBs on the C: drive which would be kind of difficult so I'm not sure what I should do. I still have the windows activation key and the little USB drive it came with, would it be possible to reinstall using those things? Or if there's another method, please let me know.
