Windows 11 How do I set IMEs to default to their own language and not to English when I switch to them?

If I recall, using Windows NT, I could switch to an IME, and its default setting would be input in the language of the IME, not English. I'm not sure if it broke in Windows 7 or 10, but suddenly one day, all non-English IMEs started to default to English input. Why? If I wanted English input, I would not switch to another-language IME.
