Windows 10 How do I stop Windows from blocking all my downloads mid download?

Hello,


I am experiencing a recurring issue with my downloads whenever I download something from the internet. This issue is consistent across browsers and also happens in some third party applications, for example whenever I try to update my AMD Radeon Software for which I have added an exception to the firewall. To resolve this I have to completely uninstall my software and install it back from their site, which again does not work, or if by some miracle the installation of their installer is successful then the install process of the app itself fails due to a network error.


In Chrome downloads stop mid-process with a Network Error message. If I resume the download enough times for it to finish, the error changes to Forbidden and I am unable to open the file. This issue is extremely frustrating as I am a developer and I deal with a lot of applications and downloads.


Things I have tried:

Restarting the computer and router.

Changing the download location.

Turning of Windows Defender Firewall, all three categories (domain, private, public).

Checking that the Download option is set to Allow in Internet Properties - Security.


It is important to note that I have no third party anti-virus applications installed at this point and the downloads do succeed in incognito mode. Although if I turn off all my Chrome extensions the downloads still fail.
