Windows 11 How do I turn Microsoft Hello PIN sign-in off?

I accidentally enabled this terrible feature that requires me to enter a separate PIN prior to entering my password for websites on Chrome. I believe it's called Windows Hello. I'm trying to turn it off. However, whenever I go to where I should be able to disable it (Accounts > Sign-In Options), under "Ways to sign in," the option "PIN (Windows Hello)" says that it is currently unavailable. This isn't true, as it my system won't let me sign in to any accounts without inputting the PIN. But for whatever reason, the system also won't let me turn off the PIN.
