Windows 11 How do you configure an ethernet adapter to get internet access in Windows 11

After installing Windows 11 Pro 23H2 OS Build 22631.3737 on a Lenovo IdeaCentre 510A-151CB, I cannot get an ethernet connection to provide internet access through two different adapters. I have disabled the on-board ethernet in the BIOS and have tried a PCIe and a USB ethernet adapter with the same result. I have downloaded the latest drivers from the manufacturers with no change. I have tried the network reset function in Windows, and have tried numerous suggestions from other web sites. Device USB\VID_0B05&PID_1976\5013000001 had a problem starting.
