Windows 11 how memory usage is computed in windows 11 ?

Am wondering how memory usage is computed in windows 11 . on my windows 10 laptop i have tons of thing open but still memory usage is around 30 GB , while here on my windows 11 machine i have fraction of stuff open compare to my windows 10 machine and still its showing memory usage by 98%. i think something wrong with windows 11. i have 32 GB DDR5 memory in my machine and in task manager its showing 98% used not sure how ??
