Windows 11 How to block our users to connect to a specific unknown IP using remote desktop / RDP

Hi there!I would like to restrict our users from remotely connecting to a specific IP only that we don't own/know. I tried setting up an outbound firewall rule to block TCP and UDP adding the unknown IP (let's say 192.168.0.1) but this does not work as user is still able to connect to that unknown IP.It looks like the only way is to exclude the user's IP (let's say 192.168.0.2) from the scope of firewall rule in the device of the unknown IP, which is impossible because we don't own that computer.Please help if there is other workaround.Thanks!
