Windows 10 how to control windows 10 fans/force them to slow down /force them to be turned off when the computer is cool?

Hi,I own a MSI laptop running on windows 10. It works fine but for a few days, I noticed the fans going crazy right away when I turn it on, (10 seconds-ish after connecting to my session). I checked the GPU temperature but it's stable at 30-40°C which appear to be really cool (pun intended). The fans seem to be running seemingly regardless on my activity on the PC neither its temperature. I also:* cut all background processes (just in case)* uninstalled the games I used to play (again, just in case) * put the cooling policy on passive in both plugged/unplugged scenarios.* checked on the air fl
