Windows 10 How to Decrypt files (External Drive) that was encrypted on a laptop that had just been formatted (windows 10). No backed up Certificates and whatnot.

Can't Decrypt my files on my External Drive. Encrypted these files on my laptop but this same laptop was reformatted (re-installed windows 10). No backed up certificates and whatnot. Now I don't know how to decrypt my files (error 0x80071771) because of restricted permission. I did change ownership and giving full permission on "Properties" of the file but the same error keeps on popping up when I try to uncheck "Encrypt..." option. Is there a way for me to still access my Encrypted files? If yes, please tell me how.Thank you so much in advance.
