Windows 11 How to disable Context menu from appearing when hovering over inactive (NOT IDLE) icons on the taskbar?

The 'Context Menu' appears when Hovering over inactive (NOT IDLE) icons on the taskbar. I want to disable that feature.The screenshot doesn't show the mouse cursor even though it hovers over the "File Explorer" icon on the taskbar. I don't want to "remove access to the context menus for the taskbar"; I would still like to have "right click" to access the context menu.
