Windows 11 How to disable efficiency mode without having to go in manually on each tab on the task manager and turn it off?

When I try to use my laptop my tabs on any internet browser get put into efficiency mode. Even when I go in and manually remove each of them its back on there not long after removing. I have tried changing the power settings from balanced to full performance but that doesn't seem to help. How do I permanently turn efficiency mode off on the task manager?
