Windows 10 How to disable gaming remote from controlling windows functions IE Mouse and keyboard

I am not asking how to disable the controller using the steam client. Because the controller will still scroll up and down when I open windows start menu or cpanel and steam is not installed on my pc. So Please don't link me to some post from 4 years ago about disabling it within steam.

There is not second HID mouse compliant in the settings options.


And this happens with Xbox and PS4 remotes.


So please someone find a solution to keeping your remote from controlling windows functions. It would be nice to let my wife play steam games with the xbox remote while I navigate the internet and work on my pc and not have the controller messing up my work, or allow her to play Playstation with the playstation remote app. Because it happens both ways. And like I said it controls the pc even if you are not using steam or ps remote app. So I know there has to be a way to disable it on Windows. Please do not give me solutions to funtions within Steam or PS app.
