Windows 11 How to disable Taskbar Overflow Menu and restore previous taskbar behavior

My taskbar used to show all of the apps that I had open. After an update it's mostly empty. I have to go through a Taskbar Overflow Menu to get to them. I do not like this, how to I restore the previous behavior where all the open apps were only one click away - not two?
