Windows 10 How to disable Win-10/64 sign-on options I don't need & how to disable Win Hello evil pop-up?

I know of other desktop PC's running Win-10 with NO sign on of any type. How do I disable all sign-in requirements on my desktop PC running Win-10/64? Please don't pontificate about the need for security, etc. as this is a need I have re my disability, details of which are no one's business. Also, how do I disable the Windows Hello pop-up? It refuses to go away no matter what I do? What evil programmer created a pop-up which refuses to die? What part of "NO Thanks " doesn't Microsoft get?Thank you in advance for your honest and non-cut-and-paste-generalized answers.
