Windows 10 How to Drag and Snap: OFF with {Windows}{arrow of choice}: ON

I'm having problems getting 'snap' to work the way I want it to.

I want drag to edge with mouse snap to be off.

And I want {Windows}+{left, right, up, or down arrow} to snap the active window to the appropriate edge of the screen.


I did set Dockmoving to 0 as per

Open Registry Editor and go to the following Registry key: HKEY_CURRENT_USER\Control Panel\Desktop
Modify the string value named DockMoving. By default, it has a value data of 1. You need to set it to 0.​

I did reboot.
I currently have Settings > Multitasking > Snap windows set to off.
Drag snapping is off... good.
{Windows} snapping is also off... bad.
