Windows 11 How to fix all files under desktop in Windows 11?

All of my files are under Desktop on my PC. I can't fix this because when I go to the properties settings for the Desktop folder it just takes me to the desktop personalization settings on my PC. It is aggravating me because every folder I save goes to my desktop, and for some reason there are two copies of my downloads folder.
