I had this issue ever since I got a new laptop with Windows 11 pre-installed. After clicking on the Capture tab, the Settings app would freeze completely. It would then sometimes open after waiting a long while. But it was a pain because I had to do that EVRY time i turned on my PC and would often take several minutes. I had looked almost everywhere and couldn't find an answer, but stumbled upon this potential fix while scouring for anything that could be causing this strange behavior.
