Windows 10 How to fix my computer from being frozen on "Choose your Keyboard layout" screen?

My computer was working fine until the other day when it was like it kept restarting on me. Then later that night it went to "choose your Keyboard layout" screen and became frozen on it. Nothing on the keyboard or mouse works. If I do a hard shutdown and then turn it back on it goes back to this screen. Unsure if I have windows 10 or 11.
