Windows 11 How to fix "Try another verification method, that verification method isn't working right now. Please try another method."

whenever I try to add my phone number to my Microsoft account , I have tried all methods and they do not work , I've noticed this problem occuring only with Iraqi numbers, is there a solution or this is only just targeting from the company to certain countries
