Windows 10 How to install .NET Framework 3.5 on Windows 10

I have been trying to install .NET Framework on Windows 10. This software is required in order to install an older version of ArcGIS. This is a brand-new PC.The current OS is Windows 10 Pro Version 22H2.I have tried to install by download and Win+R Optional Features. I keep getting the error code 0x800F0922. I have not been able to find a work around. My old PC which was up to date on windows version was able to run the software so I think it should be possible if I can ever get the .NET Framework 3.5 installed.
