Windows 11 How to resolve 'The operation failed to complete because the Disk management console is not up to date.'

I cannot see my WD My Passport external hard disk in This PC in File Explorer. I am using Windows 11. I tried it on another PC with Windows 10 and it shows up. I tried a bunch of things to try and fix this but none of them worked. I tried to update the drivers, but the best drivers for the device are already installed. I tried uninstalling the drivers and reinstalling them. It shows up on the Disk Management window, but when I tried to change the drive letter and path, it gives me the 'The operation failed to complete because the Disk Management console is not up to date.' error.
