Windows 11 How to set system volume the same as the app

My laptop (HP 245 G9) set their volume based on the app volume and need to set manually in the app. I.E i'm watching youtube a i set 2% Volume at the system and 100% in youtube the laptop will blast 100% volume. It's not like my phone where i can set the volume the same as the system
