Windows 11 How to Stop Moving Desktop Icons Windows 11

My desktop icons are constantly rearranging on me. It is super frustrating. I've already tried right clicking on desktop - view - unchecking "auto arrange icons" - it still doesn't work (it was already unchecked). Every time I add a new icon to desktop it rearranges them all! Please help.
