Windows 10 How to transfer a Windows 10 digital licence from a dead PC to a newly installed PC?

An old dead PC had a digital licence for Windows 10 Pro. Today I newly installed Windows 10 Pro on a working PC. I used the Windows Activation Troubleshooter, clicked the link saying I recently changed hardware, and next clicked the link to see other devices linked to my Microsoft account. The Activation Troubleshooter says it can't reactivate Windows from these devices. But the web page for my Microsoft Account still shows both devices, my old dead one and the newly installed one. How can I transfer the digital licence?
