Windows 11 How to transfer windows 10 digital license to another computer which has windows 11

I tried deactivating the old windows 10 license and tried transfering to windows 11 but when i clicked troubleshoot and i changed hardware and cli9cked on my old device it said Unable to activate WindowsWe can’t activate your copy of Windows as the digital license for this device has already been used to reactivate Windows."can anyone help? the license is retail and digitally connected to my microsoft account before i deactivated iti dont have product key as its digital
