Windows 10 How to use external Japanese 106/109 keyboard to US laptop.

Hi, I am trying to connect (USB/ external) and use a Japanese-type keyboard (106/109 key) to my US laptop. I able unable to use the external keyboard and its special characters. I believe this is probably a setting issue and would greatly appreciate it if someone can help me or show me how to change it. To give you more insight. When I use the External JP keyboard it uses the US template rather than the Japanese template or what is actually on the keyboard. Example (On external JP Keyboard): when I press " shift+2 " it gives me ( @ ) and not ( " ).when I press " @ " it gives me " [ ".
