Windows 10 How was my child able to install the Tinder app on her Android phone with Microsoft Family Safety installed?

I have my child's Android 12 phone set up with Microsoft Family Safety and the Age Filter set to "Up To Age 15". However, she was able to install the Tinder app, antichat, and a few other chat, dating apps. How was this done and how can I prevent her from doing this again? (Such as preventing her from installing Tik-Tok, or other apps)The phone is a Motorola Edge 5G UW (2021)
