Windows 11 how would I perform a clean install from the “installing please keep your computer on” screen. I don’t know how to access winre screen from this mode

Power went out while factory resetting device, power came back but laptop was dead. When installation continued it went to 64% and shut down and start again and repeat over and over for the past 3 days. I have usb disk with windows 11 clean install but cannot access the winre screen. How do I access from here?
