Windows 10 HP laptop system language is still Chinese even when preferred is English

I recently bought a laptop and the region was China. When I change the language settings, the system language won't change the 'A'. The technician said they installed Windows 10 Chinese Home edition, meaning only Chinese will be the system language.

I need an English pack language. It's quite urgent.
