Windows 11 HP Laptop won't Reset Factory Default

My HP Laptop was hacked and has been reconfigured so that I can't do anything to the services, task manager, settings, configurations, applications, NOTHING. It allows me to use Internet with restrictions, and to use existing applications, and it will not complete any type of Recovery or Reinstall Windows, NOTHING!I login with only one Local User Administrator account and Windows 11 Home is linked to my Microsoft account, which has a newly created BitLocker recovery key, BUT laptop still won't reset/recovery using this key.What do I do now?HP Laptop model 15-dw-3058cl
