Windows 11 Hyper-V Manager Action menu is missing "New"

I have looked at instructions (Create a Virtual Machine with Hyper-V Manager) and a video on how to create a new virtual machine in Hyper-V Manager. They say to choose New from the Action menu. However, when I launch Hyper-V manager and choose Action, my only options in that menu are "Connect to server..." and "Help". Choosing "Connect to server..." also does not present a New option.How do I get the full menu?
