Windows 10 i cannot get defender to turn on in my windows 10 so i bought 365 to use its defender and still cant get it to turn on in security page

i cannot get the windows defender to turn on. i have windows 10 but this machine isnt eligible to upgrade so i bought 365 to use its defender and still wont work i had used norton when i first got this laptop and when subscription ran out i tried to delete everything from norton but apparently couldnt find all its residuals cause defender just wont turn on how can i fix this?
